"BOUGHT IN THE STATE" - well, what if you buy them in another state, through an online merchant and have them shipped to your NY address? That's not "buying them in the state". The main point of bothering to buy from another state, paying for shipping, and WAITING for delivery rather than just going to a local store is mostly to avoid paying local taxes, it's been that way for many years, well before the Internet existed (catalog sales).
