this does not make any sense

Does it matter that a Chinese company is selling PC's to the US government? I mean Legend is not a state run enterprise. Even if the US government bought Dell or HP, you can bet the motherboards and most of the components are already made in China. In fact, alot of the computers you are order from Dell or HP are drop shipped directly from China. So if the Chinese government where to put spy software or components in the computer hardware, they could do it to Dell or HP.

"The government-controlled Chinese Academy of Sciences now
holds 65 percent of Legend." China has controlling interest in
Legend. That's quite different from HP and Dell.
