The Justice Department charged today that Microsoft (MSFT) has violated terms of a 1995 consent decree governing its licensing practices.
At a press conference, Attorney General 
Janet Reno and Joel Klein, head of the Justice Department's antitrust unit, alleged that Microsoft requires PC manufacturers to license its Internet Explorer browser in order to get a license for its Windows 95 operating system.
The department is requiring Microsoft to stop that practice and notify consumers who use Windows 95 on their computers that they can use any compatible browser. They are also asking Microsoft to come up with an easy way to remove the IE icon from users' desktops if they so choose.
